Optimise
A system run here, or taken on through the audit, improved.
Once one person is answerable for a system, making it faster or safer is part of running it rather than a separate purchase. A one-off repair, with nobody answerable afterwards, is not taken on.
Operate
A running system, kept running.
Monitoring, updates, incidents and a written record each month, for a system built here or adopted here. The person who runs it is the person who answers when it breaks.
